In Promoting you advance something to a different level, and you contribute to this advance. (Like a promotion, your changing something, someones position) I do not find that he has changed anything at all. Have we cleared out of the middle east, NO. He's being rewarded for, "strengthening international diplomacy, and cooperation between peoples." His diplomacy consisted of traveling the world bashing the United States.
